1) What occurred?
Used entitlements are not resetting as expected. They are resetting on the day after the last day of the 12 months rolling forward period.
For example, the plan term is 12-28-2020 to 12-28-2021. The entitlements reset on 12-29-2021.

2) Where did it occur?
DEV3

3) Has it ever worked?
No

4) Actual behavior?
Entitlements reset on the first day of the new plan term 365 days later.

5) Expected behavior?
The entitlements should reset the day before.

 
Steps to reproduce
------------
The issue can be reproduced at will with the following steps:

1) Create a qualification plan with a 12 month rolling forward plan term from the absence date
2) Notice the plan term is 365 days with the new plan term starting on the day after
