DCA Not Loading European Accented Characters Correctly From UTF-8 File (Doc ID 2811337.1)

Goal

In certain entities such as item_,master and item_master_cfa_ext we have accented characters which are part of the Spanish and Polish alphabet such as "Ñ".

Our files are encoded using UTF-8 as per DCA manual but when these characters are loaded into RMS the characters are displayed incorrectly in the front end and we see a "?".

This does not happen when spreadsheet uploads are used for other entities.

Why is the DCA not processing these characters correctly when the manual says the files should be in UTF-8?
