Cannot Add Filters to Reports

Information in this document applies to any platform.
When editing a report, a filter cannot be added. When hitting 'Apply' to apply the filter, nothing happens.
Expect to be able to apply filter to report.
The issue can be reproduced at will with the following steps:
- Log into OPC.
- Edit a report.
- Add a filter.
