Symptoms

ACTUAL BEHAVIOR
---------------
Shipment Agent with Event SHIPMENT - MARK FOR PURGE SHIP does not get triggered as expected when performing the action "Mark for Purge" on a shipment.

EXPECTED BEHAVIOR
---------------
when a shipment is marked for purge the agent having event MARK FOR PURGE SHIP should trigger.
