On : 11.13.21.04.0 version, Move to HR

ACTUAL BEHAVIOR

For a candidate, Move to HR has been done but the record is not showing in the Pending Worker list.

EXPECTED BEHAVIOR
-----------------------
Expect the record to be seen in Pending Worker list

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Candidate Job Application
2. Move to HR
3. Check Pending Worker List
