Symptoms

ACTUAL BEHAVIOR

Resource Quota shows blank in the dashboard when user logs in Spanish.


EXPECTED BEHAVIOR

Expected to see consistent data

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User had FA User Preference as Following:
   - Default: English
   - Current Session: English
   - Display Name: English

2. Login direct in BI using http://<HOST>/analytics
    Select language: Spanish

3. Open the dashboard.

4. There is a Resource Quota shows 0 intermittently.

5. Login in English was working as expected
