Validating an Invoice Vertex Tax Engine Error "LocationRole Being Added Is Invalid" (Doc ID 2812884.1)

Symptoms

Trying the validate an invoice the following error is displayed:

VertexApplicationException: The LocationRole being added is invalid


Customer has found that Oracle is passing with the inbound API an active location ID for each of the 4 addresses (bill to/from and shipto/from), but for the Ship To address Oracle is not passing any of the address elements (country, state, county, ect) besides the location ID.
