Symptoms

When the first Approver on a Requisition Approval workflow has a Vacation Rule setup to delegate the Requisition Approval to another user, the Requisition gets rejected.
It works fine when that user (First Approver) and hence the Vacation/delegation Rule is removed from the Approval Workflow.

Reproduce By Steps
-----------------------
1. Approver A has a Vacation Rule setup to delegate Requisition Approvals to Approver B
2. Approvers C, D, and B approve a Requisition, and it gets Rejected
3. Remove Approver A from the Approval Workflow and replace her with Approver B
4. Approval is successful (Delegation is removed so the Requisition gets Approved)
