Report with less than 75000 records showing 'Exceded number of allowed input records' error

Customer has Activities report based on Sales - CRM Sales Activity. This report is erroring with 'Exceeded configured maximum number of allowed input records.'

STEPS

The issue can be reproduced at will with the following steps:
1. Run report on Sales - CRM Sales Activity, this also has performance tile added in Results
2. Report started erroring out recently
