My Goals Page Allowing Add Goals To Be Added Outside Review Period (Doc ID 2813818.1)

When adding a library goal into a goal plan using the below navigation steps, the system lets the Employee save the goal and "Start date" and "Completion date" that were defaulted from Start and Completion date from goal plan is changed to dates defined in Library which are outside the Review Period and Goal plan dates.

Steps: Me > Career and Performance > Goals > Select the review Period > Add > Select a goal from library > Start date and Completion date are defaulted from Start and Completion date from review period which are outside the Review Period and Goal plan dates.
The same behavior is when adding a goal (not from library) and manually change the defaulted dates of the goal plan dates with other dates that are outside the goal plan/review period (in the future and in the past)
