Error ORA-01400 When Creating Obligations Using Rest Service (Doc ID 2814008.1)

Symptoms

When attempting to create Obligation using Rest Service the following error occurs.
PACKAGE_ERROR@1ORA-01400: cannot insert NULL into (\"RMS01\".\"ALC_COMP_LOC\".\"ACT_VALUE\")@2ALC_ALLOC_SQL.INSERT_ALC_COMP_LOCS

Steps To Recreate:
1. Set up cost components and create a PO in Approved status
2. Try to upload an obligation via MFCS Obligations Upload REST service.
3. Note the above error.
