With new workset feature, when publishing changes in one workset, changes in other workset(s) may be published unexpectedly. This causes some incomplete changes or changes that are planned to be published in a specific future time get published prematurely.

Steps to reproduce:

1. In workset1:

Make change a minor change in the description of product 1.

2. In another workset, workset2:

Make change a minor change in the description of another product 2.

3. Go to Publish and select workset1 to publish

It displays following

Dependencies detected (1)

<product 2's name>

4. Publish workset1. Notice the changes in workset2 is published as well.

Another scenario is that your changes in your workset can be published unexpectedly by a scheduled publish job.

Workset feature is introduced in 21C
