Could not Start OIC Service Instance from OCI Console and No Work Request Created (Doc ID 2814025.1)

After start Oracle Integration(OIC) Service Instance from OCI Console, 
the status became "STARTING", but not progressing at all. Also no work request was created.
From audit log, "UpdateIntegrationInstance starting Failed" error was shown.
