When attempting to run a quickpay for an employee,
the following error occurs.

A system error ORA-2001: the employee doesn't have a calculation breakdown tax card assigned. Assign a tax card for this employee. Details: The employee doesn't have a calculation breakdown tax card. ORA-06512: at" FUSION PAY_PROC_LOGGING", line 551 ORA-06512 at "FUSION PAY_PAYROLL_RUN", line 1116 ORA-06515 at "FUSION PAY_PAYROLL_RUN", line 1219 ORA-06512: at line 1 occurred in table pay_paroll_assignments at location 201. STEPS

The issue can be reproduced at will with the following steps:
1. Terminate the employee - Run P45 for him
2. Re-hire the employee - Run Quickpay - Error occurs
