OCI Cloud: Bidders Clicking a Bid Invitation Link Are Not Presented With a Non-SSO/SAML Login Prompt (Doc ID 2814775.1)

Symptoms

ACTUAL BEHAVIOR

In the OCI cloud environments  (ex. https://unifier.oraclecloud.com/<SERVICE NAME>) when a Bidder is invited to participate in a Unifier Bid, they receive the Bid Invitation email from Unifier that includes Bid Portal URL similar to https://unifier.oraclecloud.com/<SERVICE NAME>/pub/bidding, but when the bidder tries to access this URL they are presented with the SSO login page.  As these bidders do not have SSO accounts, they are not able to login and no redirect to a non-SSO login page is available.

EXPECTED BEHAVIOR

When the Bidder clicks on the Bidder URL in the Bid Invitation, they should be redirected to a non-SSO login page.

The issue can be reproduced at will with the following steps:

  1. Bid Manager creates a bid process and invites 3 bidders.
  2. The 3 bidders receive Bid Invitation Email's from Unifier, with a link to the Bidder Portal.
  3. When the bidders click on the Bid link, they are presented with an SSO login page. However, these users do not have SSO accounts.
