Unexpected "You Can Not Split All Ship Unit(s) Off' Error When Splitting Order Release (Doc ID 2814794.1)

Symptoms

Normally this would work, it should only give this error when all the ship unit's off amounts are fulfilled:

Select Order
Actions > Order Management > Change Order > Split Order Release
Receive error: 'You can not split all ship unit(s) off.

When the order is not planned the functionality works correctly.
