Symptoms
Itinerary is setup as 3 Legs
1) Airport of departure to airport of departure (TL)
2) Airport of departure to airport of arrival (AIR)
3) Airport of arrival to order destination (TL)
Planning parameter SHORT CIRCUIT LEG is set to True
Order is planned (with plan from populated) and it is routed through a three leg itinerary (TL-AIR-TL) & plan-from populated is the 1st leg destination
Expectation is that OTM plans the order in 2 legs and creates 2 shipments
But it continues to create 2 shipments (all three legs)
