Initialize Source for ERP Cloud does not create expected Target Application (Doc ID 2815471.1)

Symptoms

The Source system connection test was successful after clicking the “initialize” button for the new Source system.  However, no new target application appears in the Target Application screen of Data Management.
In both ERP cloud sources there is a chart of accounts structure code with the same name GB_CORP_PL.
