Why is a View Form being seen by some users when there is an Action Form applied to the End Step of a Workflow type Business Process (BP) record?

Scenario:
1. A workflow BP has an Action form applied to the End step.
2. A View form has been added to the View Forms tab in a BP’s Setup, and a Group has been added to the permission.
3. The record is at the End step.
4. The Group that has been added to the permissions for the View Forms tab in the BP’s Setup see’s the View form instead of the Action form.
