Unable To Upload Rates Of HANDLING Offering Type Using Sourcing Rate Template

Symptoms
When attempting to upload the rate for Rate Offering with Offering Type "HANDLING"
the following error occurs.
ERROR
-----------------------
"Cannot process the rate record. The xLane ID or rate zone ID is not specified (null). To correct, specify an xLane ID or rate zone ID"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Rate Offering of Offering Type "HANDLING" and mark it as Template.
2. Download the rates from Sourcing > Rate Maintenance > Download Rates>
3. Try to upload rates from same file as Above from Sourcing > Rate Maintenance > Upload rates
4. Error occurs
