On : 11.13.21.07.0 version, .Manage Compensation

ICP (Individual Compensation Plan) are not Copying to Core HCM when internal candidate is hired

When tried to hire this candidate from Manage Offer. Employee has a new assignment but ICP/Additional Compensation from Offer letter and underlying element entries are not copied to the Core HR (Employee record)

Getting the following error
These individual compensation plans weren't copied because their underlying element entries couldn't be created: xxx , xxx. (CMP-1005808)
