Unable To Disable "New Claim Line Item" Button, when using custom Manager Layout for Damage Claim (Doc ID 2816699.1)

Symptoms

While creating a damage claim, one wants to disable the button "New Claim Line Item" and wants to use "Select Order Release lines" to select the number of order release lines and count. To disable the button, one has tried using the manager layout but does not find any option.
