General Accountant Role Is Able To Close/open Periods with Accounts Payable Manager (Doc ID 2817050.1)

Symptoms

 When a single user was Accounts Payable Manager (Or Accounts Receivable Manager) and General Accountant users were able to open and close GL periods. The General Accountant normally does not have these permissions. But the seeded roles grant permission to close GL periods and revoking permissions and creating a custom role did not resolve the issue.
