Performance Document: Ratings from Performance Goals section doesn't update the Talent Ratings UI page (Doc ID 2817446.1)

Goal

On : 11.13.21.07.0 version, Performance Management

The performance document is set-up that rating from Performance Goal section to update the profile (Update Profile is enabled for the section).

The document doesn't have an overall section enabled; therefore, only ratings from Performance Goal section should populate the profile page Talent ratings. Currently, this it not happening as when the performance document is completed, nothing shows up in Talent Ratings page.
