Page Designer Cannot Preview Page In Design View After Upgrading Visual Builder Runtime Release (Doc ID 2817711.1)

After upgrading Visual application to latest Visual Builder runtime release, the Page Designer does not load the page in Design view.

Page takes longer to load and eventually shows message "Page cannot be previewed" with a Reload button.

Before upgrading runtime release, page rendered correctly in Page Designer's Design view.
