Symptoms

On RMB v2.7.0.1, we need following options for the Users:

1. DBMS scheduler prevents an execution of a job in case previous entry for thread or job is in pending status.
2. We need a way of handling this via application UI once issue is rectified and corrected for the previous job/thread which is pending or started.
