Symptoms

When attempting to create a new user and provision that user to any Unifier environment, the action is failing due to an error that indicates the License Limits has been exceeded.

"License limits for Standard/Collaborator/Portal Active Named Users and Overage have been reached. 1 user(s) cannot be added. Contact your Site Administrator."


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log into the Primavera Administration Application
  2. Create new user and attempt to provide Unifier Application Access to the user or attempt to provision a user to a Unifier environment.
  3. The provisioning fails with the error noted above and the user is not given access to the target Unifier environment.
