EPM Cloud: Cannot Upgrade EPM Automate. Auto Upgrade Failed (Doc ID 2818954.1)

Symptoms

When trying to upgrade via the epmautomate upgrade command, receiving the below message:

New version downloaded. Installing upgrade...
C:\Oracle\EPM Automate\upgrade.log
Auto upgrade failed. Please upgrade manually using EPM Automate.exe downloaded in the epmautomate home.


When trying to manually upgrade by running the EPM Automate.exe file downloaded in the epmautomate home. It does seems to work as the message says install was successful but then when running EPM Automate, it still says a new version of EPM Automate is available.
