SSL Certificate Expired - Unable To Access EM Console to Renew Certificate in KSS (Doc ID 2819735.1)

Symptoms

The Admin server is only listening on the SSL port (non-ssl is disabled).

Server certificate expired, and now unable to access EM console to renew the certificate in the KSS.

The following error will show in the startup log (server.out):
