Text Snippets for Non-English Locales are Not Available for Component Drawer in Admin UI (OSF) (Doc ID 2820089.1)

Symptoms

This is only an issue with OSF components. You can see this issue occurring by reviewing any layout template and looking at the component drawer contents. To test this, you must change your browser settings to any language besides English (pt-br for example) and then go to any design page (Cart for example) and notice the component drawer is missing labels for nearly all the components.
