Oracle Blockchian Platform Tokenization APIs Returns Error "user is not Admin user" (Doc ID 2820286.1)

Symptoms

Oracle Blockchain Platform (OBP) Tokenization APIs returning following error "user is not Admin user" if the user name case is different than what was used while registration/account creation.

 Same error occurs when authentication is done using Basic Auth and Bearer-Token Auth.  OBP Tokenization service user registration/ account creation is case-sensitive.
