Symptoms

ACTUAL BEHAVIOR
---------------
On : 11.13.21.07.0 version, Analytics

Sales Rep has access to View Subject Areas,Create Report and Export data from the fusion console.

We have created a Sales Representative user with standard sales rep role and Employee role. When we launch into OTBI, the user does not have access to any subject areas to create reports, but when the user try the same on the
Reports and Analytics Tab, he has the privilege to create reports on all subject areas as well as export data which should not be allowed to.

EXPECTED BEHAVIOR
-----------------------
Using Employee role, user should not be able to create reports

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create user with 2 roles , standard Sales Rep and Employee
2. User has access to Navigator > Reports and Analytics > Create > Report/Analysis , allows user to create OTBI or BIP report. However under BI Catalog, New Analysis is not available.
