Duplication Check Is Failing For New Contact And New Accounts in Leads (Doc ID 2822139.1)

Symptoms

 Customer have enabled the New Account and New Contact fields in Lead UI for creation of new account and contact records on lead conversion. But before conversion they would like to see if the Account or Contact record is already available in the system.

For this, they have clicked on Actions drop down -> Check for Duplicates option. But the duplication check is not working as expected in Lead object.

But when tried to create a contact with the same details from Contact object, they are able to view the duplicate records. So the issue is happening only in Lead object
