Symptoms

ITEM_LOC Purge not cleaning PRICE_HIST.

Steps to reproduce:
---------------------------
1. Delete a ranged item/location and run daily purge so that record is physically removed from ITEM_LOC
2. Notice that PRICE_HIST still has the item/location
3. Re-Create the same Item/location record
4. Notice that PRICE_HIST gets duplicate records for tran_type = 0
