Contract Approval Workflow: Automatic Delegate Action Not Working Properly When Vacation Rules Is Set

Symptoms
On : 11.13.21.07.0 version, Procurement
User created a contract and assigned it to an approver who has an active Vacation Rule. The vacation rule is "Delegate" to another defined user.
When we submit the contract, instead of the contract going to the "delegated" approver as expected, it is going to "System Update" and the error appears.
ERROR
-----------------------
Error in routing slip. The task is assigned to an invalid user /task:task/task:payload/task:Submitter in realm jazn.com. The routing slip is associated with the task definition default/ContractsCoreApprovalComposite!11.13.20.01.0/ContractsApproval. Verify that the user is specified correctly in the routing slip in the task definition.
STEPS

The issue can be reproduced at will with the following steps:
1. Set an active Vacation Rule to a user with delegation to another user
2. Create a contract
3. Assign the user with Vacation Rule active for Contract Approval
4. Submit the contract

The issue was caused by corrupted user.
