Unable to submit specific purchase order for approval

due to a tax error:

An error occurred while calculating the tax for this order. Contact the Procurement application administrator

Vertex is being used to calculate the tax.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Purchase Order is created from Import

2. Attempt to submit purchase order for approval
3. See error
An error occurred while calculating the tax for this order. Contract the Procurement application administrator

or

Document gets Rejected and Edit Document creates Change Order and the error occurs when the change order is submitted.
