Workflow Conditional Routing Is Copying Some Users That Should Not Be Copied Based On Conditions

Symptoms
When processing a source Business Process (BP) record for "BP1", there was a destination BP record for "BP2" that was auto-created and processed. During the processing of the record, several users from multiple companies were erroneously copied on the record and were given access to data that they should not have had access to. This design/configuration had been in place for and had been used successfully for many months and was working as expected. The only recent change was a migration from Oracle GBUCS cloud (https://<companyname>-unifier.oracleindustry.com) to the Oracle OCI Cloud (https://unifier.oraclecloud.com/<companyname>). In retrospect, it was also determined that the Unifier version was upgraded from 19.12.14 to 20.12.8.
EXPECTED BEHAVIOR

Only a handful of users should have been copied on this record and only one single user assigned the task.
STEPS

The issue can be reproduced at will with the following steps:
- Log into the Unifier environment.
- Navigate to the Project/Shell where this issue was first seen > User Mode > BP upper node > "BP2" > Open and view BP2-0001 or the record where the problem was seen.
- Note that in the Workflow Progress tab there approximately a few dozen users copied on this record, but only some small subset should have been copied.
