Fusion PD & PIM: Issue With Attributes Mapped To Use Table OR Translated Value set (Doc ID 2825431.1)

Symptoms

There are two flavors:

1. Required Attribute which is mapped to use Table Value set is not displayed in the right order on item create popup in PD in 21C and prior.

2. Translated Value set attributes are not displayed on the Item create popup in both PD and PDH from 21D onward. From 21D release onward, if EFF artifacts are regenerated, using Refresh and Deploy Offline, then attributes are not visible from 21D release in both PD and PDH.
