Oracle Fusion Recruiting Cloud: Error When Viewing HDL Loaded Candidate Attachments: "Error 403--Forbidden" (Doc ID 2825483.1)

Symptoms

When opening an attachment that was loaded via HDL in a Candidate Profile, the User receives the following error:

Error 403-Forbidden

The issue occurs when the User performs the following steps:

1. Recruiter goes into the candidate profile to view the attachments (resume, cover letters, etc.)
2. Recruiter clicks on the attachment file.
3. The following error displays: "Error 403--Forbidden"

The error is not received when opening attachments that were not imported/loaded, but were attached by candidate or through the UI.
