Guest Cart Overwrites User's Previous Cart after Login (Doc ID 2825551.1)

Symptoms

After login, the items in logged-in user's previous cart are lost. Instead, only the items in the guest cart prior to login in the cart.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the site and add product X to cart.
2. Logout
3. Add product y as guest user
4. Log back in. Notice the cart contains only product Y from guest cart.
