OMC service instance roles are not created under the correct IDCS
Problem Description

We have two IDCS instance in the tenancy, we have already configured Federation with both IDCS stripes.
The Primary IDCS is the default one which created when the tenancy was created.
The secondary IDCS is used for the architecture of the Production environment
We need to create OMC instance in the production environment (secondary stripe). I have logged in to OCI through the secondary IDCS with a user which has both (OCI Admin and IDCS Admin roles), then created and OMC instance.
However when trying to assign users to OMC roles, as mentioned in the doc https://docs.oracle.com/en/cloud/paas/management-cloud/omcgs/access-oracle-management-cloud.html#GUID-E03F82BD-F752-4E85-B14C-A5C676CF4B37 we cannot find the OMC service roles under the secondary IDCS. These roles has been created under the primary IDCS.
We need to assign the production users (under the secondary IDCS ) to the OMC roles which has been created with a user in the secondary IDCS. We need the OMC service roles to be created under the secondary IDCS.
