Symptoms
Sales Rep users cannot see Territory Quota metric in reports. Sales rep is the owner of the territory but cannot see the Territory Quota.
Steps to reproduce:
1. Create a custom report like
2. Login as Sales Rep user and run the above report
3. He cannot see the Territory Quota
