RTlog Created Through ReST Service Contains Two FHEAD (Doc ID 2826585.1)

Symptoms

RTLOG generated by ReSTful API contains two FHEAD records.

The issue can be reproduced at will with the following steps:


1. Load the data into the SVC_RTLOG_DATA_LOAD table with single file header information.
2. Run the batch_sacreatertlog.ksh.
3. Noticed the RTLOG file created with the 2 file head information (POS,OMS).
4. Ran SAIMPTLOGI job and fails with "TOO_MANY_FHEADS on FHEAD record" error.
