While logging to IDCS getting "bad Request" Message On The Page (Doc ID 2826827.1)

A new user created in IDCS and while logging with the user account, getting a "bad request" message on the page.
After inputting passcode the browser shows the error "bad request" in the browser.

Cleared cache/incognito window etc does not fix the issue.
