 On : 11.13.21.07.0 version, Data Load

ACTUAL BEHAVIOR
---------------
When following the process to create a HSDL Element Entry Spreadsheet Template via the Generate HCM Spreadsheet Data Loader Template task from Payroll flows, and referencing a specific Element Name, observed that the Rate Default Value reflects the value as defined within the Element Summary Page within the Fusion HCM UI

EXPECTED BEHAVIOR
-----------------------
The Rate Default Value should reflect the same value as defined within the Element Eligibility Summary Page; this is the observed behavior when creating Element Entries within the Fusion HCM UI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Within the Fusion HCM UI, follow the task to create a HSDL Element Entry Spreadsheet Template via the Generate HCM Spreadsheet Data Loader Template task from Payroll flows
2. Observe that the Rate Default Value reflects the value as defined within the Element Summary Page and not the expected Element Eligibility Summary Page within the Fusion HCM UI
