Not able to Create an Invoice Without Tax.

Steps to Recreate:

Navigate to Document Creation to create a merhandise invoice for an import Purchase Order (PO).
Enter all header level details.
Try to enter the tax as blank and notice that there is no Option to choose blank tax code.
