Restricted Party Screening (RPLS) Not Working Correctly Via Integration (Doc ID 2826863.1)

Symptoms

The contact integrated to GTM through inbound integration, This will trigger 2 agents 
Restricted Party Screening (which is supposed to be performed as per agent action) is not performed
However when the location of the same party/contact is modified (updating a comma on address line) , it again triggers the same above agents and screening is successful
