Symptoms
When attempting to add 'Primavera Virtual Desktop User' access to any user
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Primavera Administration.
2. Attempt to assign 'Primavera Virtual Desktop User' access to a user.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot grant PVD access to any new users.
