Federated user with IDCS.

The user temporarily and frequently keeps losing privileges to viewing information in OCI console, despite being admin user and able to successfully log in to OCI as Federated user.

Example: log in to OCI console as Federated user, then navigate to Compartments, Identity, Compartments or other resources in OCI console and it returns the following or an authorization failed error:
