Consolidated Notification Not Routing To The Requester For FinApHoldApproval (Doc ID 2827861.1)

Symptoms

 For FinApHoldApproval we created two rules:
- One for matched holds -> route notification to requester (Requisitioner creator)
- One for any other holds -> route notification to Payables Supervisory role
These rules are working fine, but when we activated “Consolidated Workflow Notification for Similar Matched Holds” option, the first rule not routed the notification to the requester. the notification is routed to the payables supervisory role.
